Forum on non-discrimination based on sexual orientation,
gender identity and gender expression

Description: One purpose of this forum is to discuss the impact of Governor McDonnell’s Executive Order 6, his Executive Directive 1, the Attorney General’s March 4 letter to presidents, rectors and visitors of Virginia’s public colleges and universities advising that the phrases “sexual orientation”, “gender identity”, and “gender expression” from non-discrimination policies and the response email from President Casteen. The other purpose is to discuss university and statewide responses.

BE IT FURTHER RESOLVED that:
(1) The Board of Visitors of the University of Virginia reaffirm the University's non-discrimination policy (HRM-009) protection for sexual orientation and expand the policy to include gender identity and gender expression;
(2) The Virginia General Assembly to pass legislation that amends the non-discrimination policy in Section 2.2-3900 B.1. of the Virginia Human Rights Act to include sexual orientation, gender identity, and gender expression (S.B. 66);
(3) The United States Congress to pass the Employment Non-Discrimination Act (H.R. 3017 and S.1584).

community even as the governor fails to reinstate Executive Order 1 and the
state's attorney general advises the university to rescind segments of
our non-discrimination policy.
